Detective: I mean it literally: Covet is a crook. He hired an assassin to kill me, Sam. He's responsible for Litzer's death. These are criminal charges offenses.

Sam Lowry: And the prohibition? Oh... I see... He's just using the law for his own gain! But you will need strong evidence to convince the voters in the first place and bring Covet down.

Detective: That's why I need you, Sam. We need to work together on this one.

Jane Honda: You never asked. Yes, I was running a successful candy factory, before Covet introduced the prohibition.

Detective: You managed to move on. How about other industrialists?

Jane Honda: Most tried moving production outside the city, but with dwindling demand, I doubt they broke even.

Jane Honda: I don't know why are you going after Covet, bit I managed to get to know Sam Lowry and I believe we play on the same team. I'll get you a list of companies to help in your hunt.

Detective: All right, this is one of those candy factories.

Sam Lowry: Seems oddly quiet.

Detective: Yeah. You better stay here. I'm going to check it out.

Detective: Where's the equipment? The vats, the machines? It almost looks lie someone moved everything out of the factory...

When you find the solution:

Detective: Bingo! The molasses residue on this truck means it was used to transport the candy-making equipment out of the factory.

Detective: Someone's been moving the candy equipment, Sam. I need to know where to.

Sam Lowry: Hmmm... my access to the company's files is limited, but I see it went bankrupt and was bought cheaply by a company operating from the city.

Detective: Thanks. With your info and the registration plates of the truck, I can find out where the equipment is now.

Jane Honda: I've seen your photos and read your report. So you want to finally bring down Covet.

Detective: Yes. And we need your help. Lowry will gather the city council and put forward the motion for an inspection at the factory. You need to back him up, maybe organize a press conference.
